Abstract

In Mexico can be located since 1917 in the constitution of Mexico which postulates unlike the rest of the world´s leading activity in the economy through the planning of economic activities (Article 26), however, as consequences of major economic and above systemic the last quarter century of practice has been to give an opposite trend to the spirit of the constitution.
