Abstract

In our country, the health system is fragmented since its origins1,2,3, although the rector of health corresponds to the Ministry of Health3, finally each institute or institution is managed or operated independently, thus forming a system or mini health system, the transcendent when talking about universal coverage is that through this operation will not be able to integrate into a health system, it is convenient to form a single structure and a universal portability.

Neither popular insurance pays universal coverage, since it does not cover morbidities, especially chronic ones. Given the epidemiological transition, it is logical that then there is no universal coverage in public health.
