Resilience and sustainable development in Mineral de la Reforma, Hidalgo

Abstract

The case study is located in the Los Tuzos Fractionation, in the Municipality of Mineral de la Reforma in the State of Hidalgo, Mexico, said locality is an example of expansion of the urban area with inadequate planning. It was built below the level of the Río de las Avenidas, without considering stormwater infrastructure in its urban design, as a consequence floods occur during the rainy season, putting the health and quality of life of the population at risk.

As part of the actions to promote urban resilience, two training sessions were provided to the population, the first presenting a control and mitigation action plan and the second in collaboration with the municipal Civil Protection Directorate, which reported on preventive measures.

Finally, social participation was promoted to progressively achieve resilience in the event of flooding, and the construction of a stormwater infrastructure project was also requested to avoid a natural disaster.
