Abstract

The overall objective of this essay is to analyze, from the ex ante perspective, the impossible crime punishability in the State of Hidalgo, according to the principle of harmfulness (nulum crimen sine injura) which refers: "expected behaviors cannot exist under Penal Law as crimes, if they do not involve injury or endangerment to a legal right”, asserting that this offense is punishability correct.
