Abstract

The objective of this research was to analyze the government performance of Atotonilco de Tula, Tlaxcoapan and Tlahuelilpan, Hidalgo and its relationship with productive specialization and municipal human development using the Municipal Government Performance Index, Municipal Economic Specialization for 2000, 2010 and 2020, and the Municipal Human Development Index for 2010 and 2020. The findings show a trend of increasing performance in Atotonilco de Tula, in contrast, a decrease in Tlahuelilpan and Tlaxcoapan, which suggests that the diversification of specialization produces an improving relationship of the environment and that there is a discrepancy between human development and performance. It is necessary to implement financing alternatives in areas with greater lags to improve population well-being.
