Impact of the neoliberal development model

Abstract

With the implementation of the neoliberal model in Mexico since 1982, the indicators analyzed are not very promising. The ideological underpinning of the theory of comparative advantage and spillover failed to impact society. Trade openness, FDI and portfolio did not cause the expected effect on economic growth and society, manifesting itself in the negative indicators of poverty, migration and corruption. The new development model of the fourth transformation of 2018-2024 has a social vision with emphasis on the national problems and the internal market. The main objective is to show the elements that support of neoliberalism in Mexico and serve as the basis for the rethinking of a new development model.

Author Biographies

Adrián González Romo, Universidad Autónoma del Estado de Hidalgo

Full-time Research Professor in the area of ​​Foreign Trade-ICEA of the Autonomous University of the State of Hidalgo. Bachelor's studies in Economics from the Meritorious Autonomous University of Puebla, Master's Degree in Economic Geography from El Colegio de Puebla, PhD in Strategies for Regional Agricultural Development, by the Postgraduate College, Puebla Campus and a Post-doctorate in 2009 at the Maison de la Recherche at L´Université Le Mirail II, Toulouse France. Since 2005 he has been a member of the National System of Researchers Level I, valid until December 2023. PROMEP Profile-July 2021. He is part of the research group on Foreign Trade Geopolitics and the research work is oriented to the analysis of the problem of the poverty suffered by the Mexican population in the field of the impact of public policies, the reasons that lead to migration, in addition to seeking to explain the impact of Mexico's commercial relationship with abroad as part of the search for strategies to improve the living conditions of society. He participated in research networks of academic exchange with Laboratoire d'Étude et de Recherche sur l'Économie, les Politiques et les Systèmes sociaux-Université Sciences Po, Toulouse France; UMSNH-CA-270 Geopolitics and economic policy of foreign trade- Université Sciences Po, Toulouse France and the APEC Study Center (CUEICP-CEAPEC) - University of Colima. I have participated in more than 70 academic forums (congresses, colloquia, symposium, etc.). I have been an evaluator of the SEP-CONACYT National Postgraduate Program during 2006 and the SEP-CONACYT National Quality Postgraduate Program, during 2007-2012-2015. He has also participated as peer evaluator of sector funds and Fomix-Veracruz and Puebla. He has been an advisor for 5 doctoral theses, 5 masters and 10 bachelor's, and has offered more than 50 undergraduate, master and doctoral courses.

Yolanda Sánchez Torres, Universidad Autónoma del Estado de Hidalgo

Full-time Research Professor of the degree in Foreign Trade at the Autonomous University of the State of Hidalgo since 2013. PRODEP Profile. Doctorate in economics from the Postgraduate College, master's degree in economics of rural development from the Universidad Autónoma Chapingo and a Bachelor's degree in economics from the Universidad Autónoma Metropolitana-Iztapalapa. Some recent publications include participation in the authorship of three books: Participatory Planning: Theory and Practice (1st and 2nd edition) and Regional Participatory Innovation Systems: From theory to practice; and coordination of one more: Geopolitics and Foreign Trade in the XXI century: Challenges and perspectives. Thus, there is also the publication of some scientific articles such as "Safety: a Retro and Prospective Analysis of the Mexican Persian Lemon Export Market", "Participatory strategies for the integral development of forage-milk production in the region of Tulancingo (Mexico) ”, Regional Participatory Innovation Systems (SRIP) and productive chains: The tomato case in the Tulancingo Valley region, Hidalgo”; “Economic growth and exports in Mexico, 1970-2009. A six-year analysis ”, among others. In the same way, he has participated in different Congresses at the national and international level.

Mario Cruz Cruz, Universidad Autónoma del Estado de Hidalgo

He has a degree in Economics from the Higher School of Economics of the National Polytechnic Institute (IPN), he is a Master in International Relations Studies from the Faculty of Political and Social Sciences of the National Autonomous University of Mexico (UNAM), he has a Doctorate in Political Science and Social with orientation in International Relations by UNAM. He is a Full Time Professor in the Foreign Trade Educational Program of the Institute of Administrative Economic Sciences (ICEA) of the UAEH and Honorary Professor in the Degree in Citizen Security of the University of Guadalajara (UDG). He is currently a member of the National System of Researchers (SNI-C), has the Recognition of Full-Time Professors with Desirable Profile from the Faculty Improvement Program (PROMEP) and is the Leader of the ICEA Foreign Trade Research Group. Recently appointed Director of Research of the UEAH, he has published several articles at a national and international level in the lines of research he cultivates: Geopolitics of Foreign Trade, Security, Illicit Markets and Transnational Organized Crime.
